The fast-growing popularity of shipping containers during the 1970s led to new rail cars for carrying them. The standard cars at the time were full plate-deck 85' and 89' flatcars with 70-ton capacity trucks. However, the 20' container of the era could carry as much as 25 tons, limiting a car to just two fully loaded containers per trip. To increase efficiency, new flat cars with open decks and 100-ton trucks were placed in service and eventually used for moving trash in specialized containers.
